Annual Meeting Minutes

The agenda was distributed.

Attendees signed in and e-mails were requested. At this point we have 35 members and are expecting more.

Minutes of the 2015 Annual Meeting were approved in good faith.

The profit and loss statement was distributed for review and discussion.

Negative trial balance $6700

Bank balance $5174

It was noted that the final state grant funds don’t come in until December.

Divers report

Dean noted that A&E Professional Diving Services of Manchester Center, Vermont billed the CLPA for work on July 25th in the amount of $1100. A&E reported finding 8 gallons of Milfoil plants. Questions were raised about what work was actually done and Dean noted that he is investigating this further.

There is an outstanding diver report still due. 

It was suggested that we reach out to the Shadow Lake Assoc. as they have had success with their divers.

We may look to have more inspections in the north and south ends and the outlet by a new diver and the board is looking into the matter.

The overall feeling is that the current divers aren’t as responsive as they were in previous years.

Dean and Tom checked the outlet on July 25 and found one patch and marked it with a steel pole. The divers were in the outlet the following day.

Greeter’s inspection report was read by Andy Treiber with commentary.

Inspections were compromised this year due to lower funding. Funds received from the Town of Barton were down from $12,000 down to $10,000.

Overall, we are very satisfied with the inspectors, with 766 inspections completed, of mostly boats and a few kayaks.

Milfoil was found on 3 or 4 boats with one larger amount found on one boat. Inspections usually end Labor Day weekend.

The 2016 Barbeque was held Saturday August 16, at the town beach with 20-25 people in attendance

It seems the best way to contact folks is through email as the mailing drew few responses. The plan is to also advertise on the website.

Next year we will avoid the first weekend in August as it conflicts with the Church fundraiser.

The Crystal Lake yearend review 2015 was distributed, and is available on the website and it was noted that we need more members to stay afloat. Discussion followed and it was that dues per person go from $10 to $20 and a household from $20 to $40. This motion was made and accepted.

Other business:

Joanne and Dean Lawes went to the Town Clerk and got names of all the people on the lake to update the CLPA roster.

Dean Lawes met with Chrissy Canal on Shadow Lake and learned that they had a problem of up to 10 thousand square feet of milfoil plants at one point. Shadow Lake put down mats and have only found a few plants this year. Anne Bove from Vermont DEC usually inspects Crystal Lake once a year and she can determine if the CLPA we should buy used mats from Shadow Lake for use here.

Shadow Lake Association has received $7800 from the state and has also held fundraising dinners and membership drives. Shadow Lake Assoc. also advised that there is a class on identifying milfoil offered by the state every spring free of charge. It was noted that it would be good for those volunteers who look for and pick the milfoil.

It was suggested that we invite a state representative to our annual meeting.

Joanne and Dean Lawes collected dues and will take these to the treasurer.
